The longer explanation
New Zealand's gambling law has always regulated the supply of gambling rather than the act of gambling. Under the Gambling Act 2003, offering gambling from within New Zealand without authorisation is the offence; playing on a website hosted overseas never was. That is why Kiwis could legally play offshore for two decades while only TAB NZ and Lotto NZ could run online gambling from inside the country.
The Online Casino Gambling Act 2026 keeps that basic architecture and extends it offshore. It creates a licensing regime for up to fifteen online casino platforms, administered by the Department of Internal Affairs — there is no separate gambling commission in New Zealand, the DIA is the regulator. Licences are allocated by auction, and critically the Act has extraterritorial reach: a licence is required to serve a person located in New Zealand regardless of where the company is incorporated.
Enforcement sits on the operator side too: geoblocking obligations and fines of up to NZ$5 million. Advertising and paid endorsement of unlicensed operators is also prohibited, with liability on the publisher — which is why this page reads as an explainer rather than a pitch.
So where does that leave Grand Mondial? It holds a Kahnawake Gaming Commission permit through the Casino Rewards group. Kahnawake is a genuine regulator with a public register and a complaints route, which puts it ahead of the average offshore seal, but it carries no weight with the DIA. Whether Grand Mondial appears on the New Zealand licensed list in 2027 is not something anyone can tell you today, because the list does not exist yet.

What to do about it
None of this requires panic, but it does justify a change of habit between now and the end of the year.
Do not bank a balance offshore. Withdraw when you win rather than leaving funds parked. An account that stops serving New Zealand is a far more awkward place to be owed money from than one that does not.
Complete verification now. An unverified account is the slowest kind to get money out of, and that gap gets worse if an operator is winding down a market.
Be wary of long wagering deadlines. A bonus whose clearing window runs past December is worth less than the same bonus was a year ago. Run the numbers on the bonus page before opting in.
